›› Round 2 of CSG landholder information sessions launched


AgForce Projects launched its second phase of CSG information sessions to packed-out crowds in Roma, Mitchell, Moonie, Tara and Cecil Plains in July. The high attendance is a clear sign the industry is ramping up in the region and landholders want more specific information about how to prepare to negotiate with CSG companies.

AgForce Projects CSG project officer Daniel Phipps told participants it was great to see landholders taking steps to get the information needed to help put them in the best position to negotiate a fair deal.

›› Underground Water Impact Report (UWIR) & ‘make good’

The draft UWIR models the potential future cumulative impacts of the CSG industry and has also made recommendations for further monitoring (392 additional monitoring points).

We would be interested to hear from anyone who:
  • Has been contacted for ‘make good’ agreements because they are within the Immediately or Long Term Affected Areas; or
  • Has been contacted to have further monitoring wells as directed by the UWIR placed on your property? 
If you are unsure whether your registered bore will be impacted, please check here. All companies moving from exploration tenure to a petroleum tenure are required to undertake baseline assessments. They must provide you with 10 days’ notice prior to entering your property and a full copy of the baseline assessment within 30 days.

While on the road we are often asked: which company will be required to ‘make good’?  According to the UWIR, within the Cumulative Management Area the following applies:
  • If the bore is located on a petroleum tenure (PL or ATP) then the Current Tenure Holder is liable for ‘make good’
  • If the bore is NOT located on land with a petroleum tenure over it, then the Current Tenure Holder closest to the bore is liable for ‘make good’

›› Government releases six month plan

The State Government has recently released a list of targets that it will aim to cover over the next six months. The following targets relate to mining and CSG:
  • Improve reporting to local government about current and future mining developments
  • Review legislation and regulation for the small mining sector to reduce red tape
  • Finalising a revised CSG water management policy
  • Finalise agricultural land audits in the Darling Downs and Central Queensland for release in early 2013
  • Commence stakeholder consultation on a 30-year strategic plan for Queensland agriculture
  • Prepare draft statutory regional plans for the Darling Downs and Central Queensland for public consultation by early 2013
  • Complete the Galilee and Surat Basin infrastructure plans and progress the Surat Basin rail project
  • Deliver legislation to support the work of the Gasfields Commission; and
  • Publish new guidelines to support Royalties for the Regions, and receive and assess first round applications.

›› New regional plans for Darling Downs and Central Queensland

As part of the above targets, the Queensland Government is working on new Statutory Regional Plans for the Darling Downs and Central Queensland to provide certainty to communities and businesses by clearly identifying land uses. Previously there has been conflict between the resource industry and agricultural sector. Initial meetings have occurred in both regions to progress development of the plans. An expression of interest process was completed for business, industry and community involvement on the planning committees, however there will also be requests for community input as part of the process. We would encourage you to take part in this.

›› Announcement of preferred tenderers

In May 2012, the Department of Natural Resources and Mines notified eight resource companies that they were the preferred tenderers for round seven of the Queensland Government’s petroleum land release. These tenderers will now need to obtain a relevant environmental authority from the Department of Environment and Heritage Protection to be granted their respective authorities to prospect (ATP).
